HB 4428 will mandate:
- Circuit clerks must send SMS reminders for every court date
- At least two messages per appearance (including a day-before reminder)
- Message content and delivery must be tracked and stored
- Virtual hearing links must be included when applicable
- Clerks must actively collect and maintain phone numbers
But many don’t know that you can’t just “start texting” in the U.S.
